I assume that the judges will be carefully selected among the members of the community, yet their verdict will be pronounced on behalf of the community. Hence, we could do like for this very code: the verdict reached by the members of the jury could be presented to the community, and people would vote Yes/No to apply it.
This way the decision would be taken by the community again, even though the wording (like for this code) and the choice of the sentence would only be the one of a reduced set of persons.
