To repeat my idea from the escalated thread: each judge could have support from the community, e.g. needs at least N supporters (my N was 5) from the community to have enough weight to their actions. But in general I'm against such ad-hoc rulings and -- well -- my stance is that community management is a perpetual ongoing process. There is no way how this can be codified.
