Sounds like there probably is plenty of work for a largish grant to have someone work on Sage symbolics (and how it uses maxima/pynac/etc.) for a while full-time.
Of course, RJF and Tim Daly and Robert Dodier and others would say that yes, there is multiple lifetimes of work that could be done on symbolics, and many lifetimes of work that already has been done!
