Umm... Sorry to be a wet blanket, but Section 8 looks nothing like this. It *does* look like implementing from scratch several things in areas that are of interest (differential algebra is definitely cool), or perhaps for improving Maxima's definite integration via complex path integrals etc. If the goals were to change to be a bit more modest, and focused on more of a bug/unification effort, though, I might be persuaded to help organize such a thing.
