Slight update:
Note that actually we do still need the lapack thing since #10508 isn't
in, see #14406 for details on this where JP mentions it. So that's two
issues.

Well, in any case I think that we should put something in the installation
guide, since it even mentions AIX but not Cygwin. I did just update
[http://wiki.sagemath.org/SupportedPlatforms].
