 Please note that the spkg currently provided at #10508 will not build
 ATLAS on Cygwin by default.
 And even if you set SAGE_ATLAS_ARCH as suggested to force the build, it
 will not work because the magic (or rather circumventing libtool
 stupidity) needed to build the shared libraries on Cygwin is not included
 yet and we don't install static libraries.
 I don't plan on including any of these changes in #10508 although I think
 we should include both these changes.
 That will be for follow up tickets, #10508 has been bitrotting for too
 long.

 Yes and take care of peflags and rebasing scripts and that will be most of
 it.
 And a patchbot would be great, or even three of them at least (XP 32, 7 64
 and 8 64 I'd say), preferably not virtual machines, but let's not dream
 too much.
