to ecl_set_option then you are booting up ECL with the SIGCHLD handler,

Nope. `ecl_set_option` is called ''prior'' to `cl_boot`, which does all
ecl initialization. The fix on #14055 patched ECL to change the
''default'' value of the boot option. The inclusion of an explicit
`ecl_set_option` prior to `cl_boot` is the appropriate way of overriding
the default value and should be preferred over patching ecl.
