Hey Anne,
He means in the corresponding spkg folder (I think it this case it's the
upstream tarball since dot2tex hasn't been converted to the new spkg
layout yet).
Volker,
Leif did this in #14594 in order to get dot2tex to work because dot2tex
needs pyparsing, which newer versions of matplotlib doesn't contain.
Instead it has pyparsing_2/3, which needs to be imported. Or something
like that.
