Ok. Then we can at least "touch" `setup.py` in the future (by adding a
comment, or by fixing some typo...) to trigger a ''full'' rebuild of the
Sage library, e.g. if we make further structural changes to (just)
`module_list.py` that do require a rebuild (of a couple of otherwise
untouched, or of all modules).
And simply adding an extension module (or changing ''one's'' deps etc.)
will ''not'' trigger the rebuild of the whole Sage library, which
presumably is more important to many.
