 Thinking a bit more about it, this can be quite annoying ''during
 development'', so we may add some way to bypass the dependency on
 `setup.py`.  (There's already a `DEVEL` variable in it, but it's also
 unconditionally set to `False`, rather than derived from some environment
 variable, say.)
