re-distributors can just refer to the tarball of the source published by
the author, and distribute binaries.

GPL is also about **providing the source**, and the author can violate
this rather easily. And the author would violate this part of GPL in this
way, for after the change he did to the tarball of x.y.z, without bumping
up the version, the sources don't match the binaries.
