I think such an optional argument would be best. So you would have
is_3connected(certify = False, algorithm = None)
and helper functions
_is_3_connected_BC(certify = False), your new algorithm, throwing
NotImplemented when certify =True
_is_3_connected_CE(certify = False), the algorithm using matroid
intersection you removed (Cunningham - Edmonds?)
