How to indicate that the package-to-be depends both on meataxe and I guess
as well on some toolchain? I see the following in some `dependencies`
files:

$(INST)/$(SAGE_MP_LIBRARY) $(INST)/$(ZLIB)

All lines of this file are ignored except the first.
It is copied by SAGE_ROOT/build/make/install into
SAGE_ROOT/build/make/Makefile.

$(INST)/$(MARKUPSAFE) $(INST)/$(SETUPTOOLS) $(INST)/$(DOCUTILS)
----------
All lines of this file are ignored except the first.
It is copied by SAGE_ROOT/build/make/install into
