I'm attaching a {{{spkg-check}}} file. I originally created #9518 to add
the {{{spkg-check}}}, but John said to leave it, and let the changes be
made as part of this ticket. When this ticket gets closed, so can #9518
Note there is an error in spkg-install on the first line, which displays
as:
{{{B1;2000;0c#!/bin/sh}}}
In fact, I'm surprised that works at all.
