The new patch also modifies sage-make_devel_packages: when preparing the
scripts package, it no longer indiscriminately copies all *.txt files from
SAGE_ROOT into the scripts spkg, it just copies COPYING.txt and
README.txt. (Thus it won't copy VERSION.txt.)
