Comment(by jhpalmieri):

 Dave, thanks a lot for working on this with the numpy people. I prepared
 a new spkg and so far, the new numpy builds on fulvia, and after "./sage
 -python", "import numpy" works. Matplotlib and scipy have now
 successfully built. It will be a while before the build is complete, but
 things look good to me.

 I'm putting the spkg up at

[http://sage.math.washington.edu/home/palmieri/misc/numpy-1.5.0.svn-20101005.spkg].

 This is from a current svn snapshot based on 1.5.0. I don't know if we
 have a policy about names for such spkg's, so I just used the date. I
 also don't know if we have a policy about whether to include the
 repository information, so I've kept it. This makes the spkg much bigger
 than the old version...

 Should we mark this as "needs review" again? It seems to depend on #9221.
