Great! I don't think the cone caps are a priority; I'm not even sure
whether they woudl be more confusing than helpful. Colored fog might be
useful to show the 3-d cones, but then I don't think that the tachyon
interface covers that.
In other words, I think we should merge this patch now :-)
Release manager: merge `trac_9664_add_toric_potter.patch` only.
