This now needs review.
Please test, especially on platforms where there has been problems with
readline, which appear to be many!
I've now added an {{{spkg-check}}} file and run {{{make check}}} as there
is a {{{check}}} target, but it does not actually do anything useful at
this time. Hopefully the readline developers will add some self-tests.
