I'm not sure what you mean: the file "root-spkg-install" is completely new
to this ticket, and is not part of any pre-existing repo. So there's
nothing to patch. I'm flipping this back to "needs review".
Regarding #10231, I'd like to see more discussion on sage-devel about it.
I know that leif disagrees, but I'm also interested in the idea of
combining the various non-root repos (scripts, examples, extcode, and the
main Sage library) into one. It seems like the Sage community should
decide about both of these issues in sage-devel rather than on a trac
ticket.
