 I don't know.  These are scripts that get used both in the installation
 process and in day-to-day use of Sage (at least when doing things like
 installing optional skpgs).  If you add them to base, then you need to
 remove them from scripts.  One advantage to having them in the scripts
 repo is that it is an actively updated, well-documented, repo, whereas
 base is not.  Is base even mentioned in the developer's guide?
