The T-Weil divisor class group is the divisor part of the toric Chow
group, and the T-Cartier divisor class group is the Pic (not the other way
round). And the orbit closures are the toric subvarieties. As usual, the
divisor part of the Chow group is easy; the higher Chow groups become more
complicated. Once you understand these, the Hodge conjecture follows
easily ;-)
