#10508: Update ATLAS to version 3.9.32
is not ready yet as it makes linbox crash. Its not yet clear whether this
is the fault of atlas-3.9.32, linbox, or ntl but something is wrong. In
the meantime, somebody should review the new build system as it is the way
to move forward.
This ticket also fixes #9382: atlas not respecting SAGE_FAT_BINARY on i686
systems.
