 One more suggestion: can we please completely return my code for
 constructing a cone from a Polyhedron? (Modulo parameter names, of
 course). Because:
  * I had checks that it is a cone and its vertex is at the origin.
  * While it is easy to get rays from it and proceed using PPL, it is
 unnecessary since it is already known that rays are minimal generators,
 and we also get splitting into rays/lines for free, which was cached.
