I also want to remind you of the case of non-strict cones where the ray
representation is not unique; There need not be a subset of the initial
rays that is minimal.
I understand that its sometimes convenient to keep rays ordered in some
particular way, but then you are really working with decorated rays and
not just with cones. Instead of enforcing some particular order, maybe we
can have a `DecoratedCone` (Though how is that different from
`IntegralRayCollection`) / `DecoratedLatticePolytope`?
Having said that, I'm not totally opposed to it. But we should at least
think a little bit about the points I mentioned...
