has caused trouble for me tons of times. #9433 fixed a lot of these
issues, but apparently there is still some work to do. We should probably
get rid of the `spkg/base` repository and use the `SAGE_ROOT` repository
for this instead.
I don't know how to avoid the duplication, but see #11073 for a ticket.
