Probably your original comment about `spkg/base` was correct. But I will
have a look at this later.
If you ''really'' want to move forward, make sure that no files appear in
duplicate places (like `local/bin` and `spkg/base` in this case). This
has caused trouble for me tons of times. #9433 fixed a lot of these
issues, but apparently there is still some work to do. We should probably
get rid of the `spkg/base` repository and use the `SAGE_ROOT` repository
for this instead.
