If I build a SAGE_FAT_BINARY version of sage on one of the skynet x86_64
machines, then move that build to another skynet x86_64 machine, then all
the tests should pass. That is my understanding of what SAGE_FAT_BINARY
 should accomplish.

In spite of ecm not explicitly recognizing SAGE_FAT_BINARY, when
I have built SAGE_FAT_BINARY versions of previous versions of sage (for
example 4.6.2), I have not run into any problems. (Perhaps
 I have just been lucky.)

Does this spkg maintain this SAGE_FAT_BINARY functionality?
