No, `.hg/hgrc` is not transferred across clones or pulls. Rather the file
you are seeing was created by your local Mercurial when you did `hg clone
https://rkirov-flask.googlecode.com/hg/`, to make it so that `hg pull`
would by default pull from `https://rkirov-flask.googlecode.com/hg/`. When
the flask notebook is distributed with sage, this `hgrc` file will not
exist (or should not exist, otherwise our distribution tools are misusing
Mercurial).
