In the case of libraries using configure/autoconf the above line is a part
of 'make install' and not in the spkg-install. As eclib doesn't use
configure it makes sense to put it in the spkg-install. In eclib's
Makefile it would be harder to automatically distinguish between Darwin,
Cygwin, etc.
