New description:

 eclib has changed a lot since the last upgrade, mostly in parts which do
 not affect Sage much, but there are exceptions, for example the handling
 of bounds in saturation for elliptic curves over Q (see #10840).

 After installing it (and before "sage -b") apply the patch also.

 John, the new spkg in your ftp directory gives a 403 Forbidden error.
 Could you change the rights to this file?

 Did you take into account the changes Jeroen did't to the
 eclib-20120115.spkg? His comment above was "Made all files in the spkg
 world-readable."
