New description:

 On OS X Lion, if you set `SAGE_CHECK=yes` and build cvxopt, some tests
 fail and then it hangs before completing the tests.  See
 [http://sage.math.washington.edu/home/palmieri/misc/cvxopt-1.1.3.log] for
 the install log.

 The problem is due to Apple shipping a totally broken BLAS.  Therefore, we
 need to build ATLAS.

 To test:
   * Copy http://www.stp.dias.ie/~vbraun/Sage/spkg/atlas-3.9.68.spkg to
 SAGE_ROOT/spkg/standard
   * Apply [attachment:trac_10508_spkg_install.patch] to the root
 repository.
