As far as installing this on OS X: I think we can test the existing ATLAS
and/or BLAS libraries with Python, and Python is a prerequisite for this
spkg. So why not test to see if the system libraries seem to be
functioning; if so, don't install this. Then we shouldn't install this on
pre-Lion machines, and if Apple ever fixes their system libraries, we
won't install it then either.
