If someone has openssl in a non-standard place, then pyOpenSSL will only
pick it up if an appropriate environment variable or setup option is used.
Ideally, we would respect that variable/option. This is what I meant by
''adding'' `$SAGE_ROOT/local/include` - adding is not replacing.
