Comment (by kini):

 Because as Jason said we don't know where to look for SSL headers. It
 could be frustrating to the user if Sage refuses to build just because our
 code is too stupid to find the user's SSL headers, even though GCC would
 be able to find them. Since we are not assuming that OpenSSL headers are
 going to be in the Sage directory, we should wash our hands of trying to
 find them outside the Sage directory, where there be monsters! :)
