Jeroen: I think we have agreed not to do such a check, and instead just
try to build.
Simon: Note that the sagenb spkg doesn't even have a repository ;) Since
the SPKG is generated by version-controlled code in the actual sagenb git
repository, I guess someone decided that having a repository in the SPKG
was not necessary...
By the way I think we should use CPATH instead of C_INCLUDE_PATH.
Apparently this will allow the extra paths provided to apply to C++ and
Objective-C files as well as C files. Could come in handy in the future.
