Technically if we want to use atlas on OS X a number of spkg including
cvxopt needs to be updated. I am not sure I would call it a cvxopt bug
because that's part of the configuration we introduced in spkg-install.
Before the inclusion of this spkg cvxopt probably would have picked up
libblas from the blas spkg.
We can fix this in cvxopt of course.
