Well nobody stops you from tuning ATLAS for a day if you have an ancient
computer. Its just annoying on the buildbot if you want to test something
else than the ATLAS build. I guess the question is: Do we want, by
default, to build a state-of-the-art BLAS library on all computers or only
on sufficiently modern ones?
