I've added archdefs for Itanium2, now build time is a lot faster:

Though if you don't specify `SAGE_ATLAS_ARCH` it will still run, by
default, a full tuning. If that fails for any reason it will try
`SAGE_ATLAS_ARCH=fast` next.
