One of the best ways to keep people away from attending a social event is to be inflexible wrt time....to insist that people HAVE to be at a social gathering at a particular time is just not good 'social' policy! What if someone cannot make it on the dot of 6:00 pm? Are you going to make them feel bad about coming in 30 mins late?!!
