That is the first thing that came to mind when thinking about this. What would this do that psexec cannot? I don't want to discourage anything, but I would hate for you to waste a bunch of time developing something that someone else has already done.
Note: psexec is free.

Hmm, do you know "psexec" (from www.sysinternals.com)?
As long as you could "spawn" a cmd session and obey some rules and have
the right(s) on the remote box it is already possible to start non-gui
programs (some guis work, too) remotely
