Seems no guru's around here to help you, as Perl newbee I give it a try:

I am not using the cgi-bin dir, can execute Perl everywhere. In fact I
removed the whole cgi-bin and  cgi-win for security reasons (see
www.sambarserver.info for advise on that)

Do you have in config.ini:

CGI Extensions = *.pl

I have also:

Perl Executable =  (empty and use the shebang line as recommended)
