I chose PDF because I wanted the ability to have lots of control over the
printed document. For example, I wanted to be able to print mailing labels
reliably and I just didn't think that HTML/CSS would allow me to have that
much control over paper size and placement of text down to the mm. Also,
some people may have existing forms and HTML/CSS do not have the flexibilty
to do it all. However, it is relatively trivial to replace the PDF printing
with an alternative so I personally don't think it's that big a deal. If you
want to use it, great. If not, then people are free to use an alternative.
