There's a option in the paypal merchant account that needs to be
turned on.
It's called something like:
  "Allow multiple payments of the same invoice"
At least that's the only way i've been able to get it working, even if
a use a new invoice number each time. Probably a bug in the sandbox,
haven't investigated further.
I have it turned on in the live paypal account as well.
