I'm surprised, I just tested it again, and without this option I get the problem you describe, and with it everything works fine.
Are you sure you have it set on correct account? (i.e. the sandbox biz account used for receiving test payments) The option is in Payment Reveiving Preferences, and looks like this: Block accidental payments: You may prevent accidental payments by blocking duplicate invoice IDs - Yes, block multiple payments per invoice ID - No, allow multiple payments per invoice ID Select "No" (and save the preferences of course). You can also try manually editing the form that is submitted to the paypal sandbox, e.g. using firebug if you are using firefox, and set the invoice id to some random large number. If it still doesn't work, there's probably some other issue.
