prob2: It would be best to let any changes to utils.php to be discussed
later. Where date is directly called, it is probably because a specific date
formatting is required, override locales.
prob1: The selected language (locale) is the one configured in your web
browser. It must also be supported by the web server, and some mappings are
defined in include/i18n.php
