The GNU project does consider it reasonable to have licensing notice for every
documentation file (documentation must also be free
<https://www.gnu.org/philosophy/free-doc.html>, and without a licensing notice
it isn't even distributable), and it's a requirement of Savannah
<https://savannah.gnu.org/maintenance/HowToGetYourProjectApprovedQuickly/>
("Apply valid copyright and license notices ... to each source file in your
project" and "Source files include Makefiles, scripts, and ChangeLogs from
your project, not just bare source code.").
