Follow-up Comment #26, task #14130 (project administration):
Pretty sure every source file already has a copyright notice... just not
documentation files where it would be annoying to readers (and are mostly
unmodified from upstream). Not even official GNU projects (I'm looking at GCC)
have a notice on every documentation file.
