Follow-up Comment #16, task #14130 (project administration):
Luke: I don't think copyright headers "that it inherits from the reference
code" would be sufficient to cover modifications, because they would apply to
the copyright holders named in those original headers.
For example, "(c) Fred Bloggs 2016 This program is free software licensed
under the XYZ license..." wouldn't cover modifications made by John Smith.
