Yes, if it's a data burst, it'll stop. However, if the client doesn't
compensate the burst by streaming more slowly for a while, the buffer
will remain pretty full so that the message will re-appear more
easily.

This may indicate that the client connected to harbor is producing
repeated but small bursts. With this pattern, the buffer would slowly
become more and more full. After a while, it's overfull but restarting
eliminates the "overfull" diagnosis.

Anyway, you can safely ignore those messages if the problem isn't too
bad, ie. you can't hear the minor gaps caused by dropping data when
the buffer is overfull.
