I don't understand "tactical database" : this is just a mere Scid base, 
whose type is flagged as "Tactics". All bases for training are in the 
"bases" directory.
If you mean the "tactics/easy" base it is a simple import of tactical 
exercises that were in a PGN file.

Usually you can find PGN files with tactical exercises on the net rather 
easily.
For example :

There are 2 parameters when finding a blunder, which are difficult to 
set up :
- the time to spend checking for the blunder (a move may look sound if 
your engine uses 10 seconds and a disaster after 30 sec)
- the threshold of the blunder (is a score decreasing by 0.5 a blunder ?)
